The following are the powers and duties:
- Planning highway maintenance, highway safety, and small-scale construction projects.
- Surveying, inspecting, and preparing plans and information on road material sources and initial road conditions.
- Carrying out highway maintenance, highway safety, and small-scale construction projects.
- Maintaining, preventing, adjusting, and minor repairing machinery, vehicles, tools, and equipment for highway construction and maintenance work under its responsibility.
- Conducting public participation activities in areas with highway construction, rehabilitation, and maintenance projects.
- Inspecting, monitoring, and enforcing highway laws as assigned.
- Handling permits under highway laws as assigned.
- Operating mobile vehicle weigh stations.
- Supporting and cooperating with the province and other agencies.
- Collaborating with or supporting the operations of other relevant or assigned agencies.
General Administration Division
- Responsible for document management, finance and accounting, procurement and contracts, information technology, public relations, and public participation in the area.
- Collecting, monitoring, preparing reports, and providing various information.
Liaising with relevant agencies.
Engineering Division
- Developing strategic plans and integrating various plans of the highway district.
- Studying and analyzing various data to plan and prioritize highway development and maintenance work. Safety and Construction Project Management
- Prepare operational plans for highway development, highway maintenance, safety, and construction projects.
- Inspect and prepare routine maintenance plans and vehicle and machinery plans.
- Expedite, monitor, evaluate, and report project progress to ensure it aligns with the plan and to improve planning, including proposing solutions to any problems.
- Compile preliminary data on road material sources and road conditions.
- Implement safety measures related to traffic signals and lighting according to departmental standards, and repair lighting and related equipment in office and residential buildings.
- Implement safety measures related to the installation of traffic signs and markings according to departmental standards.
- Control, supervise, and maintain signs, traffic markings, and other safety equipment to ensure they are in effective working condition.
- Repair office buildings, residences, and related equipment.
- Improve and maintain landscaping within the highway district's area of responsibility.
- Manage the use of machinery, including repair and maintenance, in accordance with the highway district's mission.
- Provide support to the highway maintenance division's mission.
- Expedite, monitor, and evaluate progress to ensure it aligns with the plan.
Operations Division
- Plan and implement road maintenance operations to ensure roads are in good condition, convenient, and safe for traffic.
- Plan and control the use of machinery, vehicles, tools, and equipment. To perform road maintenance work efficiently and appropriately:
- Control construction, road maintenance, and safety work to ensure compliance with contracts, standards, and specifications.
- Inspect, monitor, and enforce highway laws, and conduct vehicle weighing operations.
- Implement safety measures within highway areas.
- Control and monitor highway areas, mark highway boundaries, and manage reserved land outside the highway area, including preventing encroachment.
- Inspect, control, monitor, and enforce highway laws as assigned.
- Inspect and control any permit applications.
- Report work results and statistics as assigned, including reporting floods, accidents, and emergencies occurring on highways.
- Implement assigned projects.
- Integrate work with relevant agencies in the area.
- Expedite, monitor, resolve problems, and report work results.
- Provide opinions and factual reports regarding any operations within highway areas to relevant agencies.
